Executive summary

A 12-FTE hybrid team

One accountable delivery organization of ~12 FTE led by the Engagement Director: a small US presence (5 FTE) for client leadership, combined architecture & engineering leadership, on-prem edge work and privacy compliance, and an offshore delivery centre (7 FTE) for engineering, operations and quality — deliberately time-zoned so overnight US hours are the offshore team's working day.

Hedge-fund deliveries land before US market open; the offshore day (IST) covers exactly the overnight window when daily pipelines run, giving natural 24×5 coverage without night shifts. Offshoring the engineering backend saves ≈ versus an all-US team while keeping every client-facing, on-prem and compliance-sensitive role in the US.

Every service has a named L1→L2→L3 path and a single accountable owner (escalation matrix); external SLAs to hedge funds are owned by the US Delivery Manager, not by individual engineers. Privacy & Security reports to the Engagement Director on a dotted line, keeping compliance independent of delivery pressure.

Team hierarchy

Blue roles sit in the US (client-facing / onsite-capable); teal roles run from the offshore delivery centre. The Cloud Data Architect & Engineering Lead is one combined role reporting to the Engagement Director, and Privacy & Security holds an independent dotted line to the Director. The Delivery Manager / TPM and Client Solutions Analyst (violet, dashed) are a addition, onboarded once daily delivery is live rather than at kickoff.

02 · Roles & talent

The talent needed and what each role owns

Nine role profiles. "Owns" is the accountability; "Talent profile" is what to hire for. The Delivery Manager and Client Solutions Analyst (violet) are hires, onboarded once daily delivery is live.

Engagement Director US0.5 FTE

executive relationship with the client, commercial governance, escalation terminus for client-impacting incidents, quarterly roadmap. Direct reports: Delivery Manager, Architect & Engineering Lead, and (dotted line) Privacy & Security.

12+ yrs data/telecom consulting leadership; comfortable in C-level client and hedge-fund conversations.

Delivery Manager / TPM USPHASE 21 FTE

every external SLA, release calendar, hedge-fund onboarding, incident communications, weekly client operating cadence. The single accountable owner for on-time daily delivery.

technical PM with data-platform background; incident-command experience; ET working hours.

Cloud Data Architect & Engineering Lead US / FLEX1 FTE

one combined role reporting to the Engagement Director — design authority over the GCP stack, schema contracts with on-prem, capacity & cost engineering, and ownership of the Beam codebase, code review, DAG design and promotion of ad-hoc work into production. L2/L3 escalation point for all platform and pipeline issues.

GCP Professional Data Engineer/Architect certified; deep BigQuery + Dataflow/Beam with hands-on delivery leadership; telecom data experience preferred. US during build phase, can flex offshore in steady state.

On-Prem Edge Engineer US · ONSITE1 FTE

the nightly edge job in the NWK lake — eligibility filtering, tokenization, extract contract — plus the STS agents and Interconnect handoff. First responder for "no file arrived" incidents.

Spark/Hadoop engineer with enterprise network experience; must be badge-able into client facilities and pass client security onboarding — this role cannot be offshored.

Privacy & Security Engineer US0.5 FTE

VPC-SC perimeter, KMS key ceremonies and rotation, DLP policies, k-anonymity thresholds, privacy reviews for any extract widening, audit readiness. Reports on a dotted line directly to the Engagement Director so compliance judgements stay independent of delivery deadlines.

cloud security engineer familiar with CPNI/consumer-data regulation; US-based for regulatory and client-audit reasons.

Client Solutions Analyst USPHASE 21 FTE

day-to-day hedge-fund relationships — data questions, methodology docs, feed-change notices, onboarding walkthroughs — during ET market hours.

analyst who speaks both SQL and buy-side; alt-data client experience is the differentiator.

Data Engineers ×3 OFFSHORE3 FTE

pipeline features, POI/demographic enrichment logic, backfills, performance tuning, unit/pipeline tests, dead-letter triage. The senior-most engineer leads the IST standup and daily handoff to the US morning.

Python/Java Beam developers with strong SQL; at least one with Spark background for the Dataproc bridge and on-prem contract testing.

SRE / DevOps ×2 OFFSHORE2 FTE

Terraform, CI/CD, monitoring/alerting, cost dashboards, L1 on-call for all services, incident bridge operation, DR drills.

GCP DevOps engineers; staggered IST shifts give 24×5 L1 coverage with weekend on-call rotation.

Data QA / DQ Analysts ×2 OFFSHORE2 FTE

daily QA gate before client delivery (the Telco QA report), Dataplex DQ rules, anomaly investigation (URL/visitor baselines), sign-off evidence for SLAs.

analytical SQL specialists; statistics literacy for baseline/anomaly work; meticulous about audit trails.
03 · Location strategy

What must be in the US — and what should be offshore

The rule: The time-zone gap is an asset — IST working hours cover the US overnight window when daily pipelines actually run.

Why these stay in the US

  • the edge job runs inside the operator's network — badging, background checks and residency rules apply.
  • privacy engineering touches CPNI-adjacent policy; auditors expect onshore accountability.
  • hedge-fund clients pay for ET-hours responsiveness and a named US accountable owner.

Why offshore is safe here

  • Offshore engineers only ever touch data inside the VPC-SC perimeter — the architecture itself makes offshoring low-risk.
  • All access is IAM-scoped, logged, and exfiltration-blocked by perimeter policy regardless of geography.
  • Savings: ≈ at the recommended shape — model it in the cost section.

Follow-the-sun, by design

  • offshore standup; overnight US pipeline runs reviewed; QA gate starts.
  • daily hedge-fund feeds validated and delivered; handoff note to US.
  • US team fronts clients with the delivery already done; joint standup at the overlap window closes the loop.
04 · Service levels

SLA & support model for hedge-fund delivery

The team runs two clocks: an (24×5 follow-the-sun, weekend on-call) and a (everything client-facing keyed to US market open).

How the SLA is actually met

  • Composer SLA-miss sensors alert the client deadline — a 03:00 ET failure pages offshore L1 in their working day, leaving a 4-hour repair window.
  • QA gate (offshore) must pass before any file leaves; failed gates auto-hold delivery and page L2.
  • Every fund gets a status page + proactive delay notices sent by the Delivery Manager, never silence.

Multi-fund isolation

  • Per-fund delivery pipelines fan out from one gold dataset — one fund's custom filter can't delay another's feed.
  • Analytics Hub / per-fund buckets keep entitlements separate; revocation is instant.
  • Fund-specific SLAs and calendars (trading holidays) are config, not code.
05 · Accountability

Escalation matrix — one accountable owner per service

L1 acknowledges and triages, L2 fixes, L3 redesigns, and the Accountable owner communicates and answers for the SLA. Escalate on time-in-state, not on judgement calls.

Privacy escalations may bypass the chain and go straight to the Engagement Director via the dotted governance line.
